Improved Operational Efficiency
Automation of billing and payment processes and performance optimization streamlined previously manual workflows.

The legacy COBOL-based CC&B 1.7 application was migrated to Java-based Oracle CC&B 2.7.
A two-node clustered setup with a shared application filesystem and Oracle RAC ensures performance and resilience.
A prominent electric power company serving millions of consumers across Taiwan was grappling with operational inefficiencies due to an outdated Oracle Utilities Customer Care & Billing (CC&B) Version 1.7 system. The COBOL-based application lacked the flexibility to scale and adapt to evolving utility operations.
Inefficient configurations and outdated hardware led to slow response times, the absence of a reliable DR plan put service continuity at risk, key billing and payment distribution functions required significant manual intervention, and an aging customer portal compromised the user experience.
To meet growing business demands and enhance customer service, the organization partnered with 4i for a strategic upgrade.
4i delivered an end-to-end modernization strategy, upgrading the legacy COBOL-based application to Java-based Oracle CC&B 2.7 and designing a two-node clustered high-availability architecture with a shared application filesystem and Oracle RAC.
4i also set up a comprehensive disaster recovery site, developed custom batch programs and billing algorithms to automate billing and payments, modernized the customer portal and UI, and carried out performance tuning and hardware sizing.
