The Challenge
A major government organization in West Africa, responsible for managing employers’ and employees’ contributions, income declarations and benefits such as pensions and medical services, was operating on fragmented, outdated systems that led to inefficiencies, revenue leakage and a lack of transparency.
Independent platforms across departments caused data inconsistencies and duplicate records, unregistered businesses operated outside the system, eligibility and penalty checks were manual, and the lack of integration created bottlenecks in registration, payment and reporting.
To drive nationwide reform and ensure sustainable governance, the institution needed a centralized, secure and automated solution.
The Solution
4i deployed a holistic Oracle Public Sector Revenue Management (PSRM) transformation, with structured, form-based registration for 11 types of employers and employees, streamlined voluntary and forced contribution declarations, and automated penalty and benefit calculations.
A unified custom portal (Caisse Unique) combined PSRM declarations and EBS payments, a data migration portal consolidated historical data and merged duplicate records, and reporting was built with Oracle BI Publisher, with external systems integrated through Oracle SOA Suite and XAI Web Services.
